Pedal Go kart with Electric motor

Hi my idea is to build a go kart pedals But what if I wanted connected the electric motor and he walked only with the engine. The problem is that when you start the engine the pedal will walk. Is there any way to lock the pedals or so.

The go kart is for two people so the electric motor must be powerful counseling?

Maybe its just me but that was a little hard to read..

so you want a go kart with pedals and to seat 2 people??

If that's the case then do you want both people to have pedals?
Also you could just use a free wheel on the pedals like on a bike
