I kinda like those KT196's. Saw a fully grown man riding in one with his helmeted head peeking over the brush cage and it looked fun. I think he had added a much more powerful engine and the small-donut-capability ⭕ it had was unparalleled. Basically made himself an overpowered Mini Cooper (the original ones with the 10" rims), but anyway I digress.

Welcome to the forum. Can you fabricate and or weld? It's too bad some idiot removed the cage from the older one. You can see the mounts where it had one at one time. If you can, build another one for it. Since our kids and grandkids depend on us to be the smart ones, the best way to turn them loose is to have them harnessed in the seat, under a cage, and wearing a helmet. Before long they will be driving in such a manner ( having fun ) that you will be gritting your teeth.
