That was my first guess, too; because of the brush guards;
but I havent found any Carter that looks like the one above yet.
The carter you linked, is completely different except for the brush guard.

The main-frame is closer to a yerf dog, but still I haven't seen any like the one above;

and from the side there is also some ken bar features... I don't know.
That's really hard to tell (for me)

I contacted the seller about the missing piece, and he got back to me yesterday that he found it... which is great, but i already bought a clevis yoke online... guess it'll be a spare part now :D

what do you guys think about the roll cage? i'm thinking about taking it off... maybe taking just the front half off.. or all of it..

Something Fabroman (I believe it was) pointed out. No rollcage =no seatbelts. Rollcage = must have belts. The seatbelts keep the rollcage from killing you, while they will cause you to wind up under an overturned kart. Better to be thrown clear.

I think it'll look better sans the roll cage. ... What do you guys think?

I'm unsure, I quite like the brush guards (this doesn't look sturdy enough to be a roll cage, I might be wrong though)
And I like that two tone theme ;)

Hm...
On the other hand, if you don't need it (and by that I mean you really don't, not you're unsure) it's useless additional weight.
and lighter is better right ;)

Honestly, I can't say for sure, if you want to take a Kid for a ride, I'd say keep the seatbelts (and for that the cage of course).
if you don't, don't ;)

There is no better place to put lights on a kart than above the head. I had one mounted on the steering post, and it sorta works. I tried one low, mounted around the front nerf bar (used an inverted chinese moped headlight and bezel; looked awesome, like a late 20's/early30's Ford track nose) and it was absolutely useless.
