Loose rocker arm?

I took the valve cover off, and when the intake valve is closed the rocker is extremely loose.

Yes, the exhaust rocker is a little loose when that valve is closed, but it seems normal there. The intake rocker, I can almost wiggle it left to ride A LOT more. Under pressure it seems fine, but I'd be scared it would slip off of the pushrod when closed.

What do I do?

Adjust them to specs. Then ride.

From the manual:
Intake cold 0.15 ± 0.02mm
Exhaust cold 0.20 ± 0.02mm

It can and does happen but won't hurt anything if it does. Engine will just stall.
