Due to wear over time, the bore where the cam lifters or followers go into the block can develop a burr so it cuts an angled edge at the top to remove the burr & promote easy installation

Like Fabroman stated, a chamfer cutting tool simply grinds the end of a bore to an angle like these pics:
On your briggs racekart engine, its usually done to to the bottom of the lifter bore to give more clearance for high lift race cams.
