jackshaft problems...

im having trouble with me jackshaft
i was wandering
if i have a 10t clutch and a 60t drive wouldnt it give me the same ratio as a 20t on the clutch and 70 on the drive?

well
i just got a go kart
it has no clutch and the drive assy. is a pulley to a pulley on a jackshaft and on the other side a sprocket to the driven sprocket
i have a clutch to put on there but i got on speed calulator and it said that i would have an extrmely high top speeed
i have a 14t norman clutch Xt on the jackshaft, on the other side of the JS there is a 13t and the driven sprock is a 60t
13.5" tires
i want a reasanoble ratio
i was thinking like a 6:1 ratio
but i waould have to have another 60t sprocket to get somthing like that
im thinking about taking off that fricken JS

The Manco I bought was rigged like that.
It should have a driver and driven setup,it probably went bad so they replaced it with pulleis.
