Inner tubes are poppin' every 5 mins!!

Simple solution to a simple problem- I have the same one. At 10 psi, I ripped out valve stems left and right until I glued the tire to the wheel. Doesnt take a lot to do it. I use spray glue in a can. A little messy yes, but it works a treat. Havent had a problem since.

What if you get a few flats and want to change out the tube?

The glue is weak enough so you can pry the tire off. Just don't get the max strength stuff, I use the Locktite brand 200 strength.

EDIT: Push come shove you could probably use a mild solvent to help get it off too.

the tube is not the problem..
the problem is that the tyre is spinning on the rim!
someone likely ground the nubs of that locate it in place...

I'd say a small amount of coarse sandpaper (double sided)taped to the collar of the rim should be able to stop the tyre from rotating.

Oh.. if the tyre is meant for the rim size of course.. too narrow or too wide and the bead might not have the strength to hold on
