The video doesn't give me much.

I'm going to hazard a guess that your engine simply hasn't the power to do what you're asking. Do you have a CVT or clutch, how large are your tires, and what is your gear ratio?

Cvt and everything else is factory. I am 230 lbs. The one using it is not even 100 lbs. So that might help also.

Count the teething the sprocket on the jack shaft and on the axle and report back

When was the kart last serviced
It may require the carb adjusting or cleaning

Given the final drive ratio and the CVT, it should be able to manage small hills okay. Next, we need to look at the engine and the CVT. A good carb cleaning, clean and re-gap the spark plug, and service the air filter. Have a look at the CVT and see if the belt is in good shape. Perhaps look for the sticky in the Engines and Clutches section entitled "Maintaining Your Torque Converter".

Plug is new and belt is new also. Engine seems to run good. I want to run some sea foam so maybe i will pull the clutch and pulley and run the engine while i am cleaning them

Cleaned it up and put some dry lubricant on it. Just bogs some on a steep hill but does not stall now
