Where can i buy a complete kit that includes a 48 volt motor , rear axle , controller and rear wheels and tires ?
I already have 8 golf cart batterys .

Welcome to the forum. I am not too sure if you will get a kit that includes the axle and wheels. You might have to get those seperately

Are you building something from scratch? What do you have in mind?
