ime converting a vertical to horizontal its an 11hp brigs ive drilled some holes in the right places on the crank shaft etc to alow oil to reach it. ime going to fill the engine up with oil so that it is in contact with the oil slinger and thats it,
ime going to see if i can tap new holes for the carb if not ile get a bigger one of a bike. i have to run the engine on choke or it cuts out at high revs would this be to lack of air cleaner not macking the right vacume ?

Lack of air cleaner will not affect operation of carburetor unless it was clogged to begin with and carburetor was subsequently leaned out to remedy an over rich condition as Mr. Wheels suggested.
Is this an emissions carburetor?

the other thing to check is, is it vaccum at all or is it just not getting enough fuel? choking it makes it try alot harder to draw fuel in so it wont stall.

this was my problem anyway after i stressed over other things it was a bubble in the fuel line.

And increase wear of the engine.

No.

The carburetor is not made to work when it's basically upsidedown. And overfilling the oil won't make a damn difference, except make it smoke heavily.
