Convert Bumper car to Go Kart - Anyone?

Hi...
I was wondering if we can convert an old bumper car to an electric go kart of course getting a more powerful motor and wheels and batteries to go along with it for it to run on regular roads. I have access to this yard where I can get bumper car parts fairly cheap hence the idea.

On a side note; what is a bumper kart?

Why shouldn't it be possible to convert it? Do you have experience in fabricating? Do you have tools to do such a conversation? How is your knowledge about electric motors and controllers?

To be honest I have no knowledge, the guy who told me the place is a service technician at an amusement park and he is a pro with these bumper cars and can even wind burnt out motors, he says he would help build it.
