What's a 206cc flathead?
the 206es I'm aware of are OHV enignes...
valve clearance for those would be
0.10-0.15mm INTAKE and
0.23-0.28mm EXHAUST
that's uhhhm .004-.006 in IN and .009-.011 in EX I think

and flatheads (actually called L-heads)
I don't know any with 5.5horses or 206cc..
closest would be the beloved 5hp 13cui (218cc)
problem with it..
valve lash depends on the exact model number (iron or aluminium cylinder have different values)
usually
0.13-0.17mm INTAKE and
0.23-028mm EXHAUST
well.. .005-.007 in IN and .009-.011 in EX that is
for the aluminium cyclinder is fine
the iron sleeve
takes a bigger gap especially for the exhaust...
0.18-0.23mm INTAKE (yes that happens to be exhaust on aluminium too) and
0.43-0.48mm EXHAUST
(.009-.011 in IN and .017-.019 in EX)

But again since I don't know what engine you have, I can't point you to the correct values for yours I'm afraid
do you happen to have the model number?

Also.. valve clearance on those is measured not at TDC,
but 6mm (1/4") past TDC (springs installed of course)

[edit] mea culpa.. you are right... it's NOT a 13cui as suggested by the model number.. it's indeed just 12.57...
you are absolutely correct it's 206cc ... ODD I was always relying on the naming convention
not even thinking they could be rounded up by such amount.

my 130202 is labelled 5hp..
(was tbh.. the sticker's gone by now ;))

And afaik briggs are the only ones not listing hp any longer.. (they now only mention torque...and also exaggerate with that)
Honda Subaru KOhler etc.. all give a power rating and so do all chinese copies (rato, lifan ducar etc...)
Anyways...
in some downloaded (1989) 130200 manual I found this:
NOTE: Engine power will decrease by 3-1/2% for each
1000ft (305m) above sea level and 1% for each
10° F (5.6° C) above 60° F (16° C)

maybe an addendum for liability reasons *shrugs*

Anyways.. the 5horse I have is a beast.. not fast by any means (governor in place ZERO mods),
but when I got the kart it came with a rusty cent clutch and a crappy 4.8:1 gear ratio (11" wheels btw)
and it pulled me up a rather steep incline in the PO's driveway and while the clutch wasn't too happy about that
it did just fine....
the fresh out of the box true clone (6.5hp allegedly) doesn't have anything like that torque
(well it does on paper... but IRL... nope!)
So frankly.. whatever the paperwork claims isn't really important (to me anyways)
what the tiny little engine can do is what matters..
and a 5horse briggs is a great little engine no doubt about it.
for a fun kart it's all you'll need really.
