might be a coincidence of course
but that smells like roman numerals somehow..

On the other hand you have a way smaller serial number than him (5 instead of 6 digits)
So C might be smaller than L
which would put it in an alphabetical order
A=19XX, B=A+1 C = A+2....
that'd span up to 12 years then...
which sounds kinda plausible to me as well. (although 10k karts per year .. there still need to be gaps)
No unfortunately I do not know -as you can clearly tell- how that date is encoded
But with some assumptions (alphabetical order, year according to VIN encodings)
yours might be a Mar 1982 (the rust looks old enough *giggle*)
and the other one a Dec(Nov?) 1990
(I has been left out in VIN date codes as well as U,Q and Z)
the last I is likely a week of month rather than day of month in that scenario,
I highly doubt it's the next 'shift' in Vin dates (making yours a 2012 and the other one a 2020

)
But again that's a wild assumption nothing more.
