yes but i still don't see that being enough to run headlights or keep a battery charged to where it needs to be unless you run led everything. i think even just 1 brake light on a car would draw about 2 amps and the standard headlight bulb would use about 5 amp.
I am strongly considering using LED, I think the battery has about 45 amp hours so I don't think the charger has to keep pace with current load, only replenishing whats drained off the battery
i think led lights are the only way you will be able to do what you want. do you plan on driving it at night? if so the solar panel might not work too well for what you want. you could maybe try using a stepper motor to run the lights. http://www.youtube.com/watch?v=NZ56emEBF4s
