A little more help; H might also be Hi it sets the amount of gas used on high RPM or when you put more gas (press the throttle) and L or Lo is for the amount of gas used when the engine runs on idle. There is usually also an idle screw for adjusting the idle RPM. ;)

It won't help much at all, if you don't have a big engine, since there won't fit much air. A turbo charger compresses the air so compressed air goes in with fuel, and the motor compresses it another time = better explosion, but the engine heats and it can't fit much so it can help a little but...
