The carb on my gx340 has some kind of electrical crap on it, I don't know what is is, and I am curious. Can somebody explain that that is hanging off the bottom of it?

I wasn't paying attention when I took apart my engine and now its time to put it back together. When reinstalling the crank, cam and counter, what teeth do you align on the sprockets? I don't want to jack up the timing :P.
