I was reading online that if I use a chisel and hammer that it will breakand then use a grinder to get all the excess off?

its definiely welded and i dont know why. Before i had it sandblasted it didnt move so i think the welding was there before

I picked up this frame and I am starting to build my go kart. I notice that the drive shaft might be welded where it shouldnt be in some places, it wont even turn. I also recently had it sandblasted and painted. HELP! Here are some pics.
