for an easy brake, try a $7.00 oil filter wrench as a band brake around the centerfugal clutch....CHEAP CHEAP

there are no lockouts on a centrifical clutch...it wont just stay engaged it turnes great either way you turn. p.s. sorry for the blurry pictures
