The butterfly doesn't move because the spring/springs aren't connected. The butterfly has one metal rod with a loop in it that is attached to a plastic piece on the rotating pull start assembly. The throttle cable appears to be working correclty. The cable hooks to a bracket under the tank...

Scout, Does your motor have one or two springs going to the governor linkage? Mine came with one spring that someone one "rigged" up to work, but got hung up and didn't work correctly. Could you snap a few pics of how your spring/springs are connected to the governor and post/e-mail me?

I recently purchased a Manco go kart with a 3.5 Briggs and Stratton Model #91212 with the "air governor". The kart has one spring that appears to be stretched out to work and binds up. The motor runs but doesn't want to take gas when using the gas pedal...linkage is working...will rev up fine...
