The only differnece I see in those pictures is the sheave is not all the way into the top of the pulley, therefore should be able to fit the belt. It could be an issue of it idling too high resulting in the belt engaging.

Spacer will work as long as the nut threads onto the spindle still.

Could just run a cable from the pedal back. Would probably require frame mods though.

Almost anything is worth rebuilding in my opinion. It depends on how much work and money you are willing to put into it. From the pictures it looks like a fairly easy rebuild, basically just needs an engine. (Harbor Freight sells Predator 212's for ~$100) and a clutch is 20-50. So I'd say go...

Got an 18hp Briggs Opposed twin I/C for 35 for it. Now I need to move the gas tank back about an inch for the engine to bolt up to the existing holes. Carb clean and it should run good.
