Does a small gear with a big tire(approx 12inch) increase torque, reduce speed. Does a big gear big tire increase torque/reduce speed. Or do I have that all wrong?

So I bought this frame that has a live axle. I found out once i started to ride it that the axle was bent. Was curious if anyone has any ways of straightening it? Torch? Beating the **** out of it? Something other then buying a new one... Thanks, Chadapillar.
