Thank you everyone for the ideas and info, found the issue, although the rockers were set up at .003 one of then was stucking and not allowing the valve to open and close properly. Thank you!

I have tried playing with the throttle a little bit while I pulled but I certainly have no problem with trying it a little bit more.
