I work construction so I found a 20' length of this pipe. Weighs around 13lbs/ft. Can most wheels fit inside a pipe with a 9" ID?

What is too thick of a wall thickness for trike sleeves? I have some 10" black DR11 HDPE pipe. It has a wall thickness of almost an inch and an inside diameter of 8.7"?
