it definitely seems similar in the way the steering wheel frame, frame/seat bolsters, and throttle cable connect/bolt. the only real difference i see is that the front bumper frame bends upwards, whereas mine just pointed outwards. both rear wheels spun also. most likely, it was a carter bros...
