Need to find a suitable frame first. Seen some good looking steel cruisers. Probably have to reinforce it in some way or another, especially to make it road legal.
It would be registered as a Scooter which falls under Motorcycle laws. It can be inspected and VIN'd if it has safety features like lights, kill switch etc. Since the engine is EPA good according to its stickers and papers that shouldn't be a problem.
