You buy keystock. I used to have a 1 or 2 foot piece of it, though I don't think you have to buy in bulk like that.

I don't have an engine yet, though if I know that the pulse jet carbs don't work with the gas tank I want to use, I can avoid those.

By back, I actually meant in the direction that tightens the TC. It actually appears to be toward the forward end of the cart in this case.

Not sure of exactly how tight a TC belt should be, but it does look a little loose. I'd move the engine back if there is enough room on the mounting plate. Make sure the engine isn't bolted too close...
