Default Need all types of advice for my 'shopping cart go-kart'

So I started building a 'shopping cart go-kart' from scratch a couple of years ago and I abandoned the project because of the numerous issues I was having. It currently has been sitting in my garage collecting dust. I want to get back into it and fix it up the right way so I was hoping to get some advice on some problems I am aware of.

So for design:

1) Live axle setup

2) The steering works surprising well. Used an old scooter handlebar, bent the wheel holder part and made some spindles from some metal I had laying around.

3) The wheels are 10 inches, I think, taken from some broken kid bikes.

4) Using a predator 6.5hp engine. Connected to a pedal I have in the front using a bicycle brake cable. Having issues with the spring on the throttle not bringing the throttle back to normal, so it sometimes gets stuck on the gas

5) The break is a band break, attached to a rod that is weld on to the frame.

6) The rear, the most problematic. The rear consists of a 1inch steel rod cut to length. No keyway. The sprocket has been welded on. Rod is held on to the frame by 1 Inch Pillow Block Bearing, which are bolted on. Lastly, the rod had been drilled on the ends, deep enough to fit thick threaded screws, so that the wheels can be put on the ends of the rod and then held on with 2 nuts on each end of the rod. This does not work well because it has some speed, the rod rotates without the tired moving.

Should I trash the project?

Should I completely redo the rear end?

Do you think the weight may be too much?
Note: I plan on riding this myself mostly, a 180lb man.

So, to conclude, how can I make this project work?

Any thoughts, criticisms welcomed because right now this thing is a death machine

I'd say if the steering works I would just make proper tie rods and get a keyed axel with used rims and tires from something or some new ones
