For say a gokart frame? what local stores sell it such as Ace hardware? homedepot? lowes? Harborfreight?
Where is a good/cheap place to get welding metal?

None of them. Big national stores will rip you off. Find a local metal yard.

Look for metal merchants, Scap metal places normally sell new steel! Hardwere stores are expensive and do not have much variety... I am in australia so lets compare some prices yesterday i bought 12 meters that is about 40ft 20mm square tubing 1.6mm wall thickness for $30...
I have seen steel pipe on craigslist too, so check there as well, sometimes guys are getting rid of stuff and you can get a bunch cheap.
One guy here in Reno was asking $70 bucks for 28 sections of 4 to 5 foot long 1.5" steel tube - I may see if I can grab some for my roll cage. being short may require a few extra welds, but, hey, at around $2.50 a piece it may be worth it.
