When adjusting the rockers DO NOT tighten the nuts too tight or you can strip the threading I'm glad to hear it is at least trying to start.

They look to be in the right position, cant tell you if the clearance/lash is right though.

Those are "lash" measurements. You need to measure the free play between the rocker and valve stem with a feeler gauge with the piston at top dead center on the compression stroke. the first number would be the measurement of the intake valve lash, the second, the exhaust.

now i gotta buy a feeler guage. im hoping one of the major hardware stores carry them in stock, seeing i need some other misc. things

i assume they are pretty easy to use if its what i think it is. if there are any super crucial instructions to using them could someone fill me in

I disagree. Look all over 4 cycle. Stock figures are used by very few.
