Where do I find springs for this setup and how do set up the spring?

can we get more pics and zoomed out so we can see the layout? how is the engine throttle setup? is there anymore small tabs on the frame further down towards the rear?

Theres no other tabs. The engine isn't hooked up to the throttle yet. There is this threaded price at the end of the throttle line, but thatd it

I would suggest that when you shop for the pedal return spring, you also pick up one for the cable connection.
Attach at either the pedal end or the engine end.
The foot pedal has a lot of leverage, and you can break the carb linkage and its stop.
A cable spring will give a bit of protection to the carb if out of adjustment or even with frame flex.

Second that notion! You need a strong spring at the pedal to be sure it fully PULLS back, and quickly. Spring at only the carb end tries to PUSH the cable and pedal back.

Also correct. You can't ever get things adjusted so perfectly that it permanently does the jobs of both getting the full pull on the throttle and of stopping before you strain the throttle by overpulling it. A spring between the cable action and the throttle on the carb allows for a full pull and some extra pull without breaking anything. Need to have a strong enough spring there to make the pull, but weak enough to stretch at the end of the overpull without breaking anything.
