Throttle cable housing adjustment?

I must be suffering from brain fog and need some help. I have a Manco kart and am wondering why the cable housing is adjustable up by the pedal? The cable is inside the housing and moves freely inside it. There are nuts that hold the housing in place by the throttle and it allows one to make fine adjustments to the position of the housing. I don't understand how this does anything. The housing seems to protect the cable yet it is adjustable, why?

I'd like to help, but have a few questions:

1 - Post a pic of the throttle cable adjuster.

2 - Tell us the model# of your Manco so we can research it.

3 - Tell us if you bought this kart brand new, or used;
So we'll be open to the possibility that a preveouse owner might have installed it,
changed or altered some of its componets; or modified it in some other way that
we'll all end up agreeing makes absolutely no sense ;)

Do you mean the nuts that are used to hold the cable in place at its mounting points?

The nuts hold the housing in place and allow for tightening or loosening the cable (sets the free play). Judging from the photo, I would say that you would not be able to tighten them any more from that end of the cable. Edit Sorry, I realize now that the photo is from EpsilonZero but the answer is still correct.
