Update - so I worked on the kart today. I was able to get rid of the vibration by using the the sound mat underneath the pan, it was real easy to use and worked well. Ended up not needing to try the rubber washers thankfully. I got it from Amazon for about $36. Installed new brake pad and spring, all good. The steering turned out to be a loose king pin bolt, I also adjusted the toe in, it’s way better now. Thanks all for the suggestions
