Haven’t had it for a week or so and decided not to get the warranty, I was just riding it and it shut off and now I can’t get it to start , has fuel and spark , cleaned the carburetor. When I pull it it feels like there’s a rough spot where it gets extra hard to pull and then it’s back to normal. Thank you !

That hard spot may be the compression cycle. Since you have only had it for a week can’t you just take it back?
They said when I add fuel or oil I cannot

Should be able to for 90 days, I think they meant you must drain the fuel and oil before returning it to the store.
Is the rough spot on every rotation, or every other? Just to make sure, do
you have experience operating push mowers , tillers, ect?

Drain all fluids then take it back if you bought it less than 90 days ago. They told you wrong, they have laws to protect you from such a thing. Or talk to a different person there or call the head office in California and complain.

They clearly didn't mean if it fails the first time you crank it up that you can't return it. How could it fail without ever having any fuel in it? That would mean it has no warranty at all. Drain it and return it.
