It can be easy or tough. It depends on how rusted it is and how much patience you have. Start off by wire brushing then sanding the entire length of the axle. Especially near bearings, sprockets brake disc and wheels. The start soaking the axle down and bolts with a high quality penetrating oil. Every day a couple times a day give things a couple of taps with a hammer and more penetrating oil. Things should start to move in a couple of days.

I've got both clamp bolts of both sides to drop the axle off first but seems to be stuck. Do I need to take the wheels of first

You may need to to remove any spacers. If you have the bearing retainer bolts out you could try tapping them in towards the center of the cart until they clear the brackets. They should be open on the bottom to slide the axle through.

Look for any set screws in the bearings. You will need Allen wrenches to remove those. Be careful not to round them off.
