Briggs raptor carb question

I removed the old carb because I’m switching to a vm22. Once the gas tank was moved I noticed a port that pump air every time I turned it over. What is it? And can I run my pulse pump from it?

I don’t ever see myself going for a tecumseh. I only got this Briggs because it was a trade for a torque converter series 30 pully
