24” axle with diff

Can't. Shortest length is around 38" as far as I can tell. New they are around $200, and the keyways are only on the ends of the shafts. IF you can find a used one that you can modify, that would be your best bet.

If I don’t use a diff how hard will it be to turn?

This vehicle is 24" wide? What is it exactly? The scooter thing?
I would make it "one-wheel-peel", one hub secured to the axle with key, one hub with bearings that free-wheels.

Overall width is 28” I think but I know there is a tapered hub etc so I figured a 24” axle would put me around the same overall length. Right now it has a 5 lug tapered keyed 13”x4” setup.

Where are you going to run your kart? Live axles don't turn real good, but tens of thousands of them are out there, and seem to eventually get around the corners. If you're planning any kind of dirt or off road use, I would not go with with one wheel drive.
