Gasket can always be replaced if you want to change back to factory spec. Difference in power is immediately...

    Motor mount

Do some research! Known as "swing mounts". So called "bearing hangers" are NOT for a jackshaft but instead go on axle. These mounts are made by AZUSA and were very common on old school (~'60's) gokarts. I utilized a pair of them on my twin powered AZUSA Road Rocket frame over 8 years ago.

    Is this a good deal?

I had one of the original West Bend 820 mills. Paid $12.00 brand new in the box around ~1968. Reason for low price was the industry was switching over to 4 cycle engines. I wanted no part of that stuff. West Bend is still around and known for their aluminum cookware. By the way... I collect...

$450 plus shipping? A lot of coin to spend on a lump of non-operational aluminum. Spend a couple hundred more and buy a new (larger) one.

    Help identifying old engine

No guessing. It is what it is. Not from the '30's. First one appeared late '40's at the earliest. Not much good for anything but its original intent, and it wasn't washing machines. Internal ratio limits PTO speed to ½ that of crankshaft. A standard centrifugal clutch would be useless.
