What purpose does a clutch bushing serve? I just noticed a used trailmaster kart I purchased was missing it. Would this cause it to act sluggish until higher rpms?

Bought a gokart for the girls and the chain keeps coming off. I realized the sprocket and CVT fear were unaligned quite a bit. Is this the issue or is it something else. Also, the engine can not be moved and the wheel sprocket and break disk are one piece. How can I get these aligned?
