So I have a yerf dog go kart with a 420cc and a torque converter it's fun and all in a straight line until about 40 where it tops out (was expecting more out of it) and it turns like **** due to the 100 pound motor in the back and I can't keep the front end on the ground. Should I sell the 420 and just get a 212 tillotson?

Put some weight up front. If you want more top speed put on a larger sprocket
on the jackshaft. That engine has the torque to pull more gear.

Absolutely do not sell the 420!
Ditto, double Ditto, absolutely. Have you got space and fit to move your seat forward without crabbing yourself? Extending the gas and brake pedals, and maybe shortening the steering shaft, for a more forward seat position doesn't seem like a huge job to me. Transferring your existing weight to the front is a way better solution than adding weight to a kart just because there's enough power to move it.
...............and 40 mph is disappointing with a 420cc. Smaller axle sprocket would get you more top end, and in the process remove some of the torque that's lifting the front end.
