Took the 6mm bolt out completely, still the steering bracket was rock solid. Loosened off the big nuts and from the underneath that wasn't going to help. Time to get the 'persuading' tools out ;)
After giving it a WD40 squirt I give the bracket a couple of taps with the hammer, nah no good...
Going to work on it again today. Decided to unscrew the 6mm bolt all the way and see what happens. Last resort is unscrewing the big nut 🤞

I move me car out of the garage and weld in there. I got the garage roller door up and the back door open AND the fan running 😂, you may call me paranoid about the fumes (when I weld it smells like I'm on a tropical island 🤣🤣).... but I get ya point.

I kinda like the smell of the pull start 🤦♂️ but the noise is a problem in the backyard. Like you say electric may be the way to go.

I live in suburbia on typical 1/4 acre block. Reason I bought gokart was the grandson (nearly 2 years old) luved sitting in the car's driver's seat playing with the steering wheel 🤦♂️. His parents aren't impressed though 😆. We can drive it around the backyard a bit but gee, I didn't know it...
I have a GoPro 8 and it has far better stabilization than the earlier models. I've only used it on my bicycle and it's very smooth. Like to see your GoPro results on your trike ;)
I always setup a fan close to the job when I weld, to disperse the fumes. Annoyingly I have the cool air on my face when I weld 🤦♂️, ah well (fan blades are 18" (46cm) across 😬).
I'm 1.5hr south of Sydney (Australia) and here we would call you 'a bit of a character' (meaning 'If you say that someone is a character, you mean that they are interesting or amusing) 😊
