Default Centrifugal Clutch Repair?

My friends 1" cent. clutch is engaging as soon as you pull the starter rope. I took his off and replaced it with one of mine and the kart worked fine so idle was not the problem. If I spin the clutch I can hear it and feel it grabbing. I took off the retaining clip to expose the shoes, but how does the rest come apart?

Perhaps the spring is shot, or maybe the bushing. Can you see a C-clip holding the outer plate on?

Yes, I took that clip off and removed the bell. Now what?

Depends on clutch type. May well be another C-clip in there.
