How big are your rear tyres.

Correct me if I'm wrong (torque converters are one thing I know very little about) but isn't the driven on a jackshaft with the 9t?
If so then all you need to do is go direct to the rear axle.

You do realise your rear sprocket would be 9.5" if a 60t and #40 chain, right?
You can gear for much more speed. With a 70t (too large to fit) you would only go 14mph @3600rpm. I suggest you get a 10t sprocket for your TC, because axle sprockets are hard to find in lower teeth than 54 with #40 chain. I have a 10t comet sprocket for sale if you want it. You may have better luck with #35 though. The racers use #35 a lot so there are a wide range of sprocket sizes available. You can get a range of #40 sprockets here, but they are expensive! Or even get bigger rear tyres.

You have a jackshaft? sorry missed that.
Run #40 from engine to jackshaft. Use the 9t on your tc since you have it. How big is your jackshaft? Then run #35 from jackshaft to wheel, you can get a large #35 sprocket for the jackshaft hereYou can get nice #35 sprockets here and the smallest is just over 6" What top speed are you heading for?

Why not just go from the 9t to a 60t on the axle, that would be spot on

That gives you a ratio of 4.77:1. With a TC I think it should be OK

If you answered my questions I could help you more...
That gives you 22mph @3600rpm. Helluva lot of torque. I would go for more like 3.6:1 which is achievable by 9t:10t then 13t: 43t You would get 30mph. What sorta terrain are you on?
