Quarter Midget.
Small race car for kids.
Looks like it's based on the old "Munchkin" Midgets built by Mike Fedorcak, probably home built or the body added to an existing chassis.
What kind of motor does it have?
Value is hard to say, one of those "Depends on how bad someone wants it" deals.

did not come with motor ,what kinds did they run? and did they ever put any tags on them?

These days Briggs or Honda.
If you mean tags on the chassis, no.
Someone familiar with 1/4 Midgets may be able to ID it by its construction.
