Default Couple of Briggs 5hp questions

Sorry but a bit of a novice with small motors. Wondering about the key on the carburetor shown in the attachment. Is this just an idle mixture screw? When turned to the left just a little the motor really stumbles.

Is the other device just an oil catch can for excess oil. Its connected directly to the bottom of the block with a tube.

Yes it’s a air fuel mixture screw. And if the hose is attached between the fuel tank and block roughly with a rectangular piece and a grommet yes that’s a catch can.
