At first I thought you were serious!
And actually it's more than Jay Leno cool!
It's mysterious, it's strange, and also, Jay Leno is a car guy, and go karts are cooler...
That STP logo on the seat back makes me think it used to be some sort of racer, but 'sid, you're probably right and it's just a really weird homemade build.

Some of the wierd crap jay leno has can be considered a go kart *cough* 1909 baker electric car *cough*

That is someone's home built idea. It was built using old parts but does not look that old or factory built. Walk away, nothing to see here, move along.

Modified quadracycle? No way they wheels could withstand the lateral G's at speed. Deathtrap.
