How fast/easy should the rear axle turn? With wheels on should it spin for a good while or only 1 or 2 revolutions? With the wheels off, should you be able to spin the axle and have it keep spinning?

depends ..
without the chain attached it should run for a bit at least.. especially with wheels on (which act as flyheels) with the chain attached there's likely enough drap to have it stop after just two or three rotations. without the wheels, chances are the axle won't spin at all.. (i.e. keep spinning on it's own) just not enough mass... but it should turn freely by hand; if it feels sticky, it IS! (means you will need to make sure it's straight, not binding and the bearings are properly set and greased) 'sid
