Do not see why it would not work. If you wanted 1HP Kart. I think those are rated at 1hp.

It's a B&S WM rated at hp.
1/2" PTO will require some finessing to get a clutch on there.
Of course he could use direct drive.

Anyways wouldnt a straight pipe, k&n filter, higher compression or something give it at least 2hp?

Tillotson, straight pipe, pert it, mill down the head, advance timing, mill down teh flywheel, weld up the cam and regrind it ^^ )

Money would be better spent on a GF.
