It looks like a reverse trike with body panels. Unfortunately that means, it requires a motorcycle endorsement on the old driver's license.

What would it take to legally "make your own car"?

A lot of work and paperwork. Depending on municipality you are dealing with, usually headlights, high beams, turn signals, horn, brake lights, tail lights at least 2 mirrors, windshield, seat belts. Then it needs to have a safety inspection done, usually by the Sheriff. Needs to be issued a VIN (if it does not have one), bill of materials/recipts, and pay whatever charges and fees.
If you cannot find the form online, go to the local DMV and ask for the affidavit if they even have one for custom cars.

State of Michigan also requires "A laminated glass windshield, of sufficient size and shape to protect the occupants of the vehicle".
And a windshield wiper. People build cars all the time. Kit cars, replicas, street legal dune buggies, etc. In Michigan, any if these require you to go through the whole process. Even a dune buggy on a VW pan counts as homemade and the original VIN is no longer valid, since it's been modified beyond recognition.
