I bet the rear axle is off of a golf cart, that would explain the sideways engine.. Just a guess.

What about the front axle????? Unless I miss my guess. ...it's a straight axle....and turns like a kid's wagon.....ummmmm...ackbasserman theory????

Oh well. ...at least the seat looks comfy....who wouldn't want splinters in the butt on every turn? ????

It looks like he hacked an old golf cart chassis in two so he could stretch/ lower it. Which probably means the steering is at least comprised, due to the changed box mounting angle.

Add in the rest, and he would have to pay me the intended price to haul it away for him.....
