Default More Help Needed

I am starting on another kart, I bought a new engine, tecumseh ohh60, and clutch. The main problem I have right now is that the engine will not start with the air filter, also when I get to top speed I get have a short loss of power and white smoke from the exhaust. I am sure the problem is air/gas mixture related. Also if I take the kart off road into bumpy conditions the engine will stall. This is when I noticed I had to remove the air filter to restart the engine. The engine was originally soaked with gas but after adjusting, it is now getting soaked with oil.

Update:

I have everything resolved except: full throttle equals white smoke and loss of power. Anything less than full throttle runs great.

is that full-throttle + full speed, or just anytime you hammer the throttle?

could be: hi-speed adjustment on the carb is running rich

or: at high rpm the compression is pushing oil past the valve guides/piston rings and it's burning (keep eye on oil level)

any other ideas?

If it were oil wouldnt it be black or blue, white is usually antifreeze.

oil is generally blue, but i'm pretty sure can be white. for sure white can be coolant (water) but not applicable for that engine. black is running rich (too much fuel). i'm pretty sure that's all correct.

Full throttle is when I have the smoking issue-but I have to hold full throttle for 60-90 seconds before it smokes. I did adjust the high speed adjustment and it did not seem to help. I have been keeping a close eye on the oil level and I have not had a problem with oil consumption.
